Khara-Ulakhsky national (Even) nasleg – a rural settlement of the Bulunsky ulus of Yakutia. The center and the only settlement is the village of Naiba.
Geography
Khara-Ulakhsky national estate borders on other districts and rural settlements of the district:
- Ust-Yansky ulus,
- Borogonsky nasleg,
- Bulunsky Evenk national heritage,
- The village of Tiksi.
Geographically located in the arctic tundra zone. The center of the nasleg, the village of Nayba, is located on the coast of the Laptev Sea, 165 km from the village of Tiksi.
Story
The traditional inhabitants of the Khara-Ulakhsky nasleg are the Evens of the Tyugesir clan, whose main occupation was domestic reindeer breeding, hunting for wild animals and fishing. They led a nomadic lifestyle, so they did not have a .
Khara-Ulakhsky nasleg was formed on December 10, 1929. The municipality is by the law of the Republic of Sakha dated November 30, 2004.
On January 29, 2007, the citizens of Nasleg unanimously expressed their will to give Khara-Ulakhsky Nasleg the status of „national” at a general assembly (meeting). Already on January 30, 2007, this expression of will was approved by the decision of the village Council of Deputies of the rural settlement „Khara-Ulakhsky nasleg”, and on March 27, 2007 – by the decision of the Bulunsky District Council of Deputies. On June 19, 2008, by the of the State Assembly (Il Tumen) of the Republic of Sakha (Yakutia), the Khara-Ulakhsky nasleg was officially endowed with the status of „national”.
Population
As of January 1, 2010, 535 people lived in the nasleg, of which 310 were men and 206 were women. The majority of the population are Evens and Evenks. The number of children under the age of 16 is 128 people, pensioners – 88 people.
Economy and culture
The economy is based on reindeer husbandry, fishing and hunting. There are no highways.
There are two boilers and automatic telephone exchanges in operation. Electricity is supplied by the diesel power plant of the Bulun branch of OJSC Sakhaenergo. There are also a comprehensive school, a school workshop, a municipal preschool educational institution „Kindergarten of the combined type” Tugutchaan „, a cultural center” Maranga „, a local hospital.
